What does MoCRA require?

Facility Registration

Does MoCRA apply to my business?

MoCRA applies to any company that manufactures, packages, or processes cosmetic products sold in the United States. It also applies to foreign cosmetic manufacturers whose products enter the U.S. market, and to the brand owners (Responsible Persons) who market these products. If you are unsure, tell us about your business and we will review your case.

What is the difference between facility registration and product listing?

Facility registration identifies the physical location where cosmetic products are manufactured, packaged, or processed. Product listing reports each cosmetic product to FDA with its ingredients and labeling information. Most businesses must complete both. Facility registration renews every 2 years. Product listings must be updated annually and when product information changes.

Do I need a U.S. Agent?

If your facility is located outside the United States, yes. FDA requires foreign cosmetic facilities to appoint a U.S. Agent who can receive communications on their behalf. If your facility is inside the U.S., you do not need a U.S. Agent. Our Support Plans include U.S. Agent service for foreign facilities.

What is included in your Support Plan?

Our Support Plans include an initial case review, facility registration support, product listing support, U.S. Agent service (when needed), and follow-up after submission. The 2-year plan also includes renewal reminders so you stay on schedule.

How much does MoCRA registration cost?

We offer two Support Plans: a 1-year plan and a 2-year plan. Pricing is displayed on our pricing page. FDA does not charge a fee for cosmetic facility registration or product listing itself — what you pay covers our filing support, U.S. Agent service, and follow-up.

Do you charge any hidden fees?

No. The price you see on our pricing page is what you pay. If your case has unusual complexity, we will tell you before any additional work begins.

How long does the registration process take?

Most cases are processed within 10 business days from the moment we receive your complete information. More complex cases may take longer. You can begin online in just a few minutes.

Do I need a certificate from FDA after registering?

No. FDA does not issue certificates for MoCRA registration or product listing. Your registration is confirmed through FDA's system. We provide you with proof of submission and confirmation numbers.

What is an FEI number and do I need one?

FEI stands for FDA Establishment Identifier. It is the number FDA uses to identify a registered facility. If your facility does not already have one, we obtain it for you as part of the Support Plan at no extra cost.

I am a small business or indie brand. Does MoCRA still apply?

MoCRA has a small business exemption for certain facility registration obligations, but not all small cosmetic businesses qualify. Product listing obligations apply more broadly. Tell us about your business and we will review whether the exemption applies to you.

I manufacture outside the U.S. Can I still register?

Yes. Foreign cosmetic facilities are required to register with FDA if their products are sold in the United States. We work with international companies regularly and our plans include the U.S. Agent service required for foreign facilities.

What happens if I do not register?

Cosmetic products that are not in compliance with MoCRA may be refused entry into the U.S. or subject to enforcement actions by FDA. Registering and listing products is the best way to avoid these risks.
